Due to a chronic lack of space (itself due to a chronic lack of city planning), "illegally" parked bicycles are a plague within 500m of almost any station in Tokyo. At regular intervals they're rounded up and carted off to pounds like this, where they await collection by their owners. I'm not sure what happens to unclaimed bicycles - maybe they're auctioned off, although some certainly end up in Africa, and until recent sanctions came into effect many were shipped off to North Korea.
