The Fukutoshin Line (副都心線, Fukutoshin-sen), operated by Tokyo Metro, opened in June 2008, is Tokyo's newest underground / subway line (and likely to be the last major new line for the foreseeable future). Devised as part of a plan to shift at least part of Tokyo's commuter flow from the traditional business center in the Ginza / Marunouchi districts, it runs parallel to the western part of the Yamanote Line and links several of its major stations including Ikebukuro, Shinjuku and Shibuya. This also explains the line's name, which derives from Shinjuku's planning status as a "secondary city centre", in Japanese 副都心 (fukutoshin).

The Fukutoshin Line forms part of a mini-network interconnected with the Tokyo Metro Yurakucho Line, the Seibu Ikebukuro Line and the Tobu Tojo Line. As such it is susceptible to delays as a knock-on effect from problems on one of the other lines.

From 2012 it will also connect to the Tokyu Toyoko Line from Shibuya.
